Review of Needs Analysis

AnalysisIn September 2009 the Commonwealth Secretariat appointed consultancy firm Ticon Holdings Inc to assist with the remaining phases of the Phase II planning and design process. The Commonwealth Secretariat felt it was important for an external team of experts to provide objective and arms-length advice on how a successor programme should be structured.

An integral component of the Phase II planning process is a review of the trade policy capacity needs of ACP countries so as to determine how a successor programme can be best tailored to meet these needs. The consultancy assignment initiated by the Commonwealth Secretariat is in no way intended to replicate the needs assessment work already undertaken at either the regional or national level.

In this context, the first component of the consultancy assignment is specifically designed to avoid any duplication by drawing upon Aid-for-Trade-related needs assessments that have already been completed. This existing research and analysis will help guide how a successor programme modelled around the Hub and Spokes project can be best utilised to deliver future trade policy capacity assistance.
