The Hub & Spokes Network

The Commonwealth Secretariat has established a project management team at its London headquarters which is responsible for project implementation and management of the Hub & Spokes network in the Caribbean, Pacific, and Eastern and Southern Africa regions (as well as in Sierra Leone).

The Organisation Internationale de la Francophonie (OIF) is responsible for the implementation of the Project and management of the Hubs and Spokes network in the Central and West Africa region (except Sierra Leone). Hubs

Regional Trade Policy Advisers (or ‘Hubs’) are deployed to the key regional integration organisations in the ACP. They provide expert and strategic advice to their host organisation on multilateral, regional and bilateral trade negotiations and trade policy formulation.

Hubs also carry out periodic needs assessments to determine the priority areas for capacity building programmes and work closely with the Trade Policy Analysts deployed in their region to ensure regional negotiating efforts and capacity building efforts are carefully coordinated.

Spokes

Trade Policy Analysts (or ‘Spokes’) are deployed to each of the key regional integration organisations in the ACP as well as to a large number ACP countries where they work side-by-side with local counterparts in the government agency or ministry responsible for trade policy. Spokes conduct important analytical and policy work in supporting the ministry’s trade policies and negotiating efforts.

The Commonwealth Secretariat has 6 Regional Trade Policy Advisers (or ‘Hubs’) and 26 Trade Policy Analysts (or ‘Spokes’) deployed across the African, Caribbean and Pacific (ACP) region.
