The Hub & Spokes project is funded primarily by the European Union, with project management and additional financial support provided by the Commonwealth Secretariat and Organisation Internationale de la Francophonie.
The EU is the principal funding partner of the Hub & Spokes project. The project is one component of the Trade.Com Facility (see below) and is financed primarily through the European Development Fund (EDF).

The Commonwealth Secretariat (ComSec)
ComSec is one of two executing agencies responsible for implementing and managing the Hub & Spokes project. ComSec also contributes to the financing of the Hub & Spokes project—reflecting its commitment to assist with sustainable development and poverty eradication.
ComSec is responsible for the Hub & Spokes network in the Caribbean, Pacific, and Eastern and Southern Africa regions (as well as in Sierra Leone). See network details here.
The Organisation Internationale de la Francophonie (OIF)
The OIF is one of two executing agencies responsible for implementing and managing the Hub & Spokes project. Like ComSec, the OIF also contributes to the financing of the Hub & Spokes project in the regions of its responsibility—that is, the Central and West Africa regions (excluding Sierra Leone).

The Commonwealth Secretariat also works closely with the ACP Secretariat and Trade.Com Facility Programme Management Unit in delivering the Hub & Spokes project.
The Africa, Caribbean and Pacific (ACP) Group Secretariat
The ACP supports the Hub & Spokes project as a signatory to the Trade.Com Facility Agreement with the European Union.

The Trade.Com Facility was launched by the European Union and ACP Secretariat to build ACP member countries’ capacity in the field of international trade negotiations. A Programme Management Unit (PMU) has been established to manage and implement the Trade.Com Facility on behalf of ACP member countries.
