The Programme will deal with Insurance Regulation and Supervision focusing on contemporary issues and challenges confronting regulators in the financial services industry. This makes the programme interesting and most relevant for the participants coming from regulatory/supervisory working environments.  Benefit will most certainly be derived from the exchange of practices and experiences of participants who come from different Commonwealth countries.  It will also provide participants with practical experience of addressing supervisory aspects with a view to implementing similar approaches to their own situations in future, thereby ensuring a robust insurance supervisory process.

Who can apply?

Modern Diplomacy for Small States (13–22 March 2013)

Course Organiser:  Diplo Foundation

Participants in this programme will learn about current challenges and organisational needs of diplomacy of small states. The focus will be on introducing and discussing practical solutions to problems facing small states in particular, and sharing experiences on strategies that yield positive outcomes. The programme will include a strong skill-improvement component consisting of simulation exercises and workshops. Course content will be drawn from current best practices in the area of public diplomacy, information technology, diplomatic protocol and organisation of diplomatic and consular services.

As part of the programme, participants will be asked to present a short summary of the challenges and experiences of their own diplomatic services. Through sharing of experiences, programme participants will benefit from the comparison of their national challenges with available global expertise and experiences from other small island states.

Who can apply?

The workshop is aimed at senior and middle-ranking officials of foreign ministries and other departments preferably with a minimum of 5 years work experience dealing with foreign affairs from small states, and a working knowledge of the English language.  Deadline for submission of nomination is 13 January 2013.

The aim of the workshop is to share knowledge and provide training on Competitiveness Strategies, covering a variety of themes with a focus on small states.  The workshop should also reflect on constraints and opportunities facing their respective countries.

The programme will consist mainly of presentations by experts on different aspects of the Competitiveness Strategies for Small States, and country presentations by the participants. Participants will be expected to present a brief paper describing the competitiveness strategies adopted in their respective countries.  In addition presentations will include a section on the implications of these for future policies and strategies, together with an outline plan of suggested actions that could be taken in the respective country to improve competitiveness, field visits to the Federation of Industry, Malta Enterprise and other relevant institutions in Malta will also be organised.

Who can apply?

The workshop is primarily intended for senior and middle management officials, operating in public sector institutions, and government agencies with responsibility for trade, commerce and industrial development.

Competitiveness Strategies for Small States

Competiveness Strategies for Small States 2013 application

This two-week programme will provide hands-on training designed to enhance participants’ skills in support of the sustainable management of coastal leisure and recreational tourism, within the broad objective of achieving economic development while protecting the natural resources upon which tourism itself depends. The training course aims to disseminate specialised knowledge and provide a forum for discussion and consultation between participants and course faculty.  Through the presentation of case studies and the sharing of participants’ work experiences at the national level, the course is expected to achieve a significant level of skill transfer among the management personnel attending participants.

Training will consist of a combination of lectures and site visits/fieldwork concerning different aspects of coastal recreation.  Lectures and case studies will be presented by the local and foreign faculty, who will also co-ordinate on-site fieldwork and trips to relevant sites around the Maltese Islands. Participants’ country presentations will help to form the basis for intensive discussions on the situations and techniques encountered in the real-life management of coastal recreational amenities.

Who can apply?

The training course is intended primarily for professionals holding senior/middle management positions within tourism ministries and environment or planning authorities. Suitable applicants will have direct responsibility for planning & management and/or execution of tourism projects concerned with coastal recreation and leisure.  Other potential participants include staff from coastal municipalities, the yachting sector and relevant non-governmental organisations.  Participants are expected to be well acquainted with their local country practice. The course on Legal Frameworks for ICTs aims to:

• Sensitise policy-makers and senior public service managers to a comprehensive range of legislative and regulatory issues that need to be addressed to facilitate the mainstreaming of ICTs into socio-economic development;
• Illustrate different approaches taken and experiences gleaned through the adoption of various model laws and regulatory mechanisms;
• Provide a road-map and tool set for the systematic enactment of a comprehensive and mature Cyberlaw framework;
• Provide an understanding of emerging issues and contemporary international dialogue on issues such as Broadcasting and Interconnection, Internet Governance, Cybercrime and Jurisdiction.

Who can apply?

The training course is intended primarily for professionals holding senior/middle management positions from legal and policy as well as operational departments.  Applicants who do not fill participant criteria are also invited to attend on a self-sponsorship basis. This intensive programme will provide participants with the skills required to improve Public Administration performance.  The programme will focus on measuring and enhancing performance, examples of best practices, motivation and training, better regulation and organisational change and redesigning systems for performance.  The training course aims to impart specialised knowledge as well as to provide a forum for discussion and consultation between participants and course faculty. Through the presentation of best practices and the sharing of participants’ work experiences at the national level, the course is expected to achieve a significant level of skill transfer among the management personnel attending. Participants will also have the opportunity to draw up and discuss an Action Plan for future implementation at their place of work.
