Monitoring Group
The Commonwealth Plan of Action for Gender Equality 2005–2015 (PoA) provides the framework for advancing gender equality. The Commonwealth Plan of Action Monitoring Group (CGPMG) is mandated to monitor, evaluate and review PoA implementation.
The Group comprises 21 regionally rotating representatives from national women’s machineries (NWMs) and four civil society representatives. It meets annually, prior to the Consultation of NWMs to assess progress and provide strategic direction on monitoring and evaluation of PoA implementation.
Mid-Term Review
To take stock of the progress on gender equality in the period 2005–2010, the Commonwealth undertook a Mid-Term Review (MTR) of the PoA. The final report was presented at the Ninth Commonwealth Women’s Affairs Ministers Meeting (9WAMM) which took place in Barbados in June 2010.

Baseline Study
A baseline assessment of the status of gender equality and women’s empowerment in Commonwealth countries has been undertaken, using the PoA as a guiding framework. The study analysed data against a set of PoA indicators to provide a baseline against which the End-Term Review of the PoA (to be conducted in 2015) will be compared. The findings of the report will be presented at the Tenth Commonwealth Women’s Affairs Ministers Meeting (10WAMM) in June 2013.
Women as Agents of Change
The 2011 theme for the Commonwealth was ‘Women as Agents of Change’. It recognised the transforming potential of women and their capacity to bring concrete and enduring change in societies across the world.
Women and girls make up over one billion people in the Commonwealth. Ensuring they have access to education, health care and are treated fairly, with the same opportunities and protection as men and boys, social, economic and political progress and justice can be accelerated.
