Model MoU

The model MoU is a template for states who wish to enter into an agreement to manage the migration of teachers from one state to the other. It aims to facilitate negotiation and agreement on the number and type of teachers to be recruited and the mechanisms by which the recruitment will be managed. The model MoU may be adapted freely by the parties during negotiations. The Commonwealth Secretariat would be pleased to offer technical support to Commonwealth States to facilitate the negotiation of the terms of the MoU, and any other reasonable assistance it can offer to help implement it. States which are not currently members of the Commonwealth are also encouraged to use the Model MoU and to adapt it to their purposes, provided the use of the Commonwealth Secretariat’s model is recognised.

Standard Reporting Form (SRF)

The Standard Reporting Form provides a template for Commonwealth Teacher Recruitment Protocol Country Focal Points to collate data on teacher migration. It is expected that Focal Points will source this data from annual teacher census forms completed in their country. Focal Points are asked to complete and return this form annually, with a deadline of 31 March each year. The Commonwealth Secretariat would be pleased to offer advice on collecting the data and completing the form.
