Commonwealth Teacher Recruitment Protocol

The Commonwealth Teacher Recruitment Protocol was adopted at a ministerial meeting at Stoke Rochford, Lincolnshire, United Kingdom on 1 September 2004. 

It was developed at the request of the 15th Conference of Commonwealth Education Ministers in Edinburgh, UK, in October 2003.

The protocol aims to balance the rights of teachers to migrate internationally, on a temporary or permanent basis, against the need to protect the integrity of national education systems, and prevent the exploitation of scarce human resources in developing or low income countries.
