Timothy Williams
Timothy heads and coordinates the work of the Enterprise and Agriculture Section in the Special Advisory Services Division. The objective of the section is to improve the competitiveness of small and medium-sized enterprises (SMEs) and agriculture throughout the Commonwealth.
Timothy is an agricultural economist with over 25 years experience in policy analysis and policy advisory work focused on enhancing enterprise development and the livelihoods of small-holder farmers.
He currently works to assist Commonwealth member countries and SMEs to address the challenges they face in farm and non-farm business development, food safety and agricultural health standards.
Prior to joining the Commonwealth Secretariat, he was Research Team Leader and Regional Representative (West Africa) of the International Livestock Research Institute.
Ram Venuprasad
Ram is an Adviser in the Enterprise and Agriculture Section (EAS) of the Special Advisory Services Division. His focus within EAS is to work on projects to enhance the competitiveness of Small and Medium Enterprises.
He combines his development experience with a strong academic research background in Strategy and Electronic Commerce development, having been associated with the Warwick Business School as the Infobank International Research Fellow.
Ram has published many international papers and reports on SME and ICT Development and has been a contributor to the conference and lecture circuit. He has also worked in the private sector in the areas of banking and international trading.
Roland Charles
Roland Charles is an Adviser in the Enterprise and Agriculture Section of SASD. Since 1990 he has specialised in Small and Medium Enterprises (SME) development working mainly with those from disadvantages communities, major corporations and Southern African Governments.
His work at The Secretariat focuses on SME policy and strategy development for members and regional bodies, sector specific SME programmes and training senior SME practitioners as part of a collaboration with the Government of Singapore.
Prior to joining the Secretariat he was the General Manager Operations of a major provincial agriculture development agency in South Africa.
Watipaso Mkandawire
Watipaso is Adviser (Enterprise Development) in the Enterprise and Agriculture Section of the Special Advisory Services Division. He works to assist Commonwealth member states to develop policies and strategies aimed at addressing competitiveness of Small and Medium Enterprises.
He is an Economist with over 20 years experience working as a policy analyst and adviser mainly in investment, trade and private sector development.
Prior to joining the Secretariat in July 2005, He worked as a Senior Investment Adviser for the Common Market for Eastern and Southern Africa (COMESA), Eastern Africa Regional Advisor for Multilateral Investment Guarantee Agency (MIGA), Country Economist for World Bank (Malawi) and Chief Executive of Malawi Investment Promotion Agency.
