Alain Fofeh

Alain works as a Systems Development Officer within the Debt Management Section of the Special Advisory Services Division. His responsibilities include systems analysis and design of the Commonwealth Secretariat Debt Recording and Management System, software testing, updating of manuals, installation of the software, providing hotline support to users, and conducting CS-DRMS training workshops.

Before joining the Secretariat, Alain was involved in developing and implementing a banking and insurance software application for a regional bank in Cameroon. He has also taught a number of computer courses in higher level educational and professional institutions.

Arindam Roy

Arindam joined the Commonwealth Secretariat in March 2005 as an Advisor in the Debt Management Section, Special Advisory Services Division.

Arindam’s duties include; conducting workshops on debt data statistics, debt sustainability and portfolio analysis, and debt management policy and strategy issues.

He has had responsibility for supervising debt management activities in the Caribbean and is now entrusted with the supervision of the Eastern and Southern Africa member countries.

He comes to the Secretariat from the Reserve Bank of India and the Ministry of Finance, Government of India where he’s worked for 13 years.

Carilus Odumbe

Carilus is an Adviser in the Debt Management Section. In this capacity Carilus’ work includes; contributing to the development of the Commonwealth Secretariat Debt Recording and Management System (CS-DRMS) and building capacity in the Debt Management Offices using the software to maintain high quality debt databases and undertake analysis of the public debt portfolio.

Carilus’ responsibilities include providing advice to developing Commonwealth countries on debt management policies and strategies; the legal and institutional frameworks required to underpin prudent public debt management as well as on issues related to the government securities market.

Carilus joined the Secretariat in January 2005 from the Central Bank of Kenya where he served for 21 years.


Nick Cusk

Nick works as a Systems Development Officer within the Debt Management Section of the Special Advisory Services Division. His core responsibilities include: systems analysis, design and development of the Commonwealth Secretariat Debt Recording and Management System (CS-DRMS); installation of the software; providing hotline support to the users; and conducting CS-DRMS training workshops. He has a thorough understanding of the various modules within the CS-DRMS 2000+ software.

Nick has a very strong programming background and is fully conversant with both the Microsoft SQL Server database and the Oracle database along with the Delphi programming language used in the development of CS-DRMS 2000+.


Sanjay Lollbeharree

Sanjay leads and provides technical direction to the Information Technology team responsible for the development and maintenance of the Commonwealth Secretariat Debt Recording and Management System (CS-DRMS) within the Debt Management Section.

Before joining the Secretariat, in January 2007, Sanjay worked in various capacities in the Government of Mauritius dealing primarily with the planning and implementation of e-Government projects. Sanjay has also worked as a computer engineer within several private companies in Mauritius and in France. On a part-time basis, he has lectured at the University of Mauritius.

Vikas Pandey

Vikas works as a Systems Development Officer within the Debt Management Section of the Special Advisory Services Division. His responsibilities include – systems analysis and design for development of the Commonwealth Secretariat Debt Recording and Management System (CS-DRMS), installation of the software, providing hotline support to the users and conducting CS-DRMS training workshops. He has a thorough knowledge of all modules of the CS-DRMS 2000+ software.

Vikas also has a background in domestic debt management which he gained from his earlier work experience with the Reserve Bank of India (RBI). Vikas worked as part of the team responsible for the development of the software applications to automate the process of domestic securities’ management.


Walton Gilpin

Walton is a Debt Management Adviser in the Special Advisory Services Division of the Commonwealth Secretariat. He joined the Debt Management Section in 2004.

Within the Debt Management Section, Walton focuses on the economic aspects of debt management including debt data quality; debt sustainability analysis; portfolio analysis; risk management and debt strategy formulation.

Walton was previously a Debt Management Consultant, with experience in several countries working with the Commonwealth Fund for Technical Cooperation, World Bank and the United Nations Development Programme.

He has over 15 years experience in the field of economic policy management and debt management.
