Human Resources Section

Monica Oyas

Monica Oyas is Head of the Human Resources Section at the Commonwealth Secretariat. She is responsible for the section's overall management and works with the Secretariat's divisions to ensure that a high standard in human resource policy is maintained. 

Monica comes to the Secretariat from Kenya where she worked in the HR Profession for more than 23 years. She has filled numerous private and public sector posts including; Human Resource Country head for ABN AMRO Bank in Kenya, Director of Human Resources and Security Services at Kenya Airways Limited, and most recently Managing Consultant of TAI Consultants Limited. 

She has a Bachelor of Arts Degree in Sociology and Political Science, a Master of Science Degree in Human Resource Development and a Post Graduate Diploma in Personnel Management and Industrial Relations.

 

Priam Samuel

Priam is a temporary Human Resources Officer in the Human Resources Section. Her work involves providing advice to Directors and staff in the Corporate Services Division, the New York Office and the Human Rights Unit.  She is responsible for all activities related to recruitment, contract administration, training and development, employee relations, human resource planning and advice and guidance to managers and employees.

Prior to joining Commonwealth Secretariat in March 2007, Priam worked in a public sector organisation specialising in international recruitment.


Dorothy Leathley

Dorothy is a Human Resource Assistant.  She deals with the recruitment and interview processes. Dorothy deals with commencement arrangements for new starters including flights, shipping and termination accommodation and also assists departing staff with their travel and shipping arrangements.

She deals with incoming mail and general enquiries for the Human Resources Section.


Olivia Ruthen

Olivia is a temporary Human Resources Assistant. She aids several Human Resource Officers with the administration of both long and short listing of vacancies. She also deals with interview logistics, commencement arrangements for new starters and departing arrangements for leavers.
