Katalaina Sapolu

Katalaina is Head of the Justice Section in the Legal and Constitutional Affairs Division. In addition to managing the Justice Section, she is responsible for developing programmes of assistance on Legislative Drafting, Constitution making process, Access to Information, and Gender and the Law. She also provides legal advice to the Commonwealth Secretariat on employment contracts, staff regulations and rules and procurement contracts. 

Prior to joining the Secretariat, Katalaina practiced law as a Barrister and Solicitor in Samoa.

Dr. Aldo Zammit-Borda

Aldo is the Legal Editor of The Commonwealth Law Bulletin (CLB). As the Legal Editor of the CLB, Aldo is responsible for ensuring the high-quality and timely publication of the Bulletin.

Aldo joined the Law Development Section of the Legal and Constitutional Affairs Division in July 2007. Previously, he worked on Legal and Counter-Terrorism Affairs as well as Constitutional Affairs at the Ministry of Foreign Affairs of Malta. 
 

Margaret Bruce

Margaret is a Legal Officer in the Legal and Constitutional Affairs Division. Her role includes, representing the Secretariat at international legal meetings; contributing to publications such as the Commonwealth Law Bulletin and the Law Development issues of the Commonwealth (LAWD) newsletter; and assisting in the development and implementation of legal programmes in the division.

Before her present post, Margaret worked in the area of international criminal law.

She is an accredited mediator and a Solicitor of the Supreme Court of England and Wales.   

Kevin Maguire

Kevin works in the Justice Section of the Legal and Constitutional Affairs Division. He is responsible for developing assistance programmes for justice systems in member countries that request help. His main areas of work are in training the judiciary, advising and training on court administration and the development of juvenile justice systems.

Kevin is an Australian lawyer with experience working in Asia, the Pacific and Africa on rule of law programmes for both AUSAID and the UN. He was also a legal adviser for the war crimes tribunal in Sierra Leone.

David Fraser

David is a Legal Adviser in the Criminal Law Section of the Legal and Constitutional Affairs Division.

Before joining the Secretariat in March 2006, David was Senior Deputy Director of Public Prosecution in Jamaica.  Between September 2003 and January 2006, David was also, Course Director of Criminal Practice and Procedure at the Norman Manley Law School at the University of the West Indies' Mona Campus in Jamaica.
 
In addition to his LLB, David has completed a Masters in Biotechnological Law and Ethics from University of Sheffield.

Gertude Coleman

Trudi is the Executive Assistant to the Director of the Legal and Constitutional Affairs Division. She co-ordinates administrative matters within the division as well as with other Secretariat divisions and external organisations.

Trudi is a seasoned manager with an excellent knowledge of the functioning of the Secretariat.

 

Tiffany Chan

Tiffany has been working in the Secretariat for over ten years as an Administrative Assistant.  She works with the Head and Legal Advisers of the Criminal Law Section in the Legal and Constitutional Affairs Division. Tiffany plays a key role in organising workshops and other project related activities. 
She also provides support to other members of the division when required.

 

Siew Kee Lim

Siew Kee is an Administrative Assistant in the Legal and Constitutional Affairs Division. She is responsible for providing administrative and secretarial support to the division's Justice Section. Much of her work entails the coordination of administrative matters as well as workshops, meetings, and conferences.
